Job Description

The Compliance Manager Sr. is responsible for United’s Corporate Compliance management program at subsidiary mortgage company GMM, keeping current with all lending regulatory and compliance reporting requirements and communicating that information to the business.  This position may manage compliance oversight of other business areas as assigned.  

 

RESPONSIBILITIES:

•Keep current with lending regulatory requirements and assist with communicating the information to George Mason Mortgage (“GMM”) and other business areas as assigned.
•Oversight of the lending regulations, as well as policies and procedures, related to the following regulations:  Regulation B, the Equal Credit Opportunity Act;  Regulation C, the Home Mortgage Disclosure Act; Regulation H, Flood Insurance and Appraisals; Regulation M, Leasing Provision of the Truth-in-Lending Act;  Regulation U, Buying and Carrying Margin Stocks; Regulation V, Provisions of the Fair Credit Reporting Act; Regulation X, the Real Estate Settlement Procedures Act;  Regulation Z , the Truth-in-Lending Act; Regulation FF, the FACT Act and use of Medical Information; Comprehensive Environment Response, Compensation and Liability Act; Fair Credit Reporting Act/Fair and Accurate Credit Transactions Act; Fair Debt Collection Practices Act; Fair Housing Act; Flood Disaster Protection Act; Home Ownership and Equity Protection Act; Homeowners Protection Act; Housing and Economic Recovery Act; John Warner National Defense Authorization Act; Service Member’s Civil Relief Act; The SAFE Act.   
•Oversee and manage completion of annual compliance risk assessments associated with subsidiary mortgage company(s).
•Act as the main contact for assisting with lending and state code questions as well as conducting research on lending compliance issues.
•Organize and conduct compliance related training for subsidiary mortgage company(s) as well as other areas as directed.
•Manage enhancements and refinement of compliance testing and monitoring program and processes at subsidiary mortgage company(s) and participate in enterprise-wide efforts to enhance and align testing and monitoring program (e.g. issue rating, issue management, issue reporting, integration of results into risk assessments).    
•Direct compliance testing and monitoring efforts at subsidiary mortgage company(s).  Manage any outsourced compliance testing and monitoring efforts for subsidiary mortgage company(s).
•Participate in the development of new products and policy and procedures to ensure compliance with regulatory changes.
•Direct the submission of HMDA Loan Application Register (LAR) at subsidiary mortgage company(s).
•Lead efforts, under CCO direction, to align and coordinate compliance management oversight for all mortgage business channels (e.g. SAFE Act, Loan Compensation)  
•Direct other Enterprise Compliance Program efforts as directed by the CCO
•Responsible for managing assigned staff to include hiring, the staff’s personal training, planning and coordination of work, coaching, professional development, performance management, disciplinary actions, and all other management responsibilities.

Qualifications

•High school diploma or equivalent required; Bachelor’s degree in business or law-related field highly desired, or equivalent education and training 
•Minimum of eight (8) years of compliance/regulatory financial institution experience required, with a minimum of (5) years of experience working in a mortgage compliance, required
•Minimum of five (5) years of direct compliance experience with focus in Mortgage, HMDA, Fair Lending and/or CRA required 
•Minimum of five (5) years of previous managerial experience required
•Certified Regulatory Compliance Manager (CRCM), or other specialized compliance education/professional designation or ability to achieve within one (1) year in the position, is highly desired.  
•Operational and regulatory knowledge of financial institutions (e.g. banks, mortgage or lending companies) required.
•Experience working with HMDA and CRA related software (i.e. RiskExec, CRA Wiz, Fair Lending Wiz, others) required
•Excellent verbal and written communication and interpersonal skills, and the ability to communicate and interact with all levels of management required
•Ability to demonstrate and be recognized as having strong compliance knowledge and leadership skills required
•Ability to manage implementation of complex regulatory requirements over multi-faceted disciplines required 
•Independent thinker with strong analytical skills and the ability to make decisions required 
•Ability to work independently and as part of a team required
•Demonstrated proficiency in Microsoft Office products required
•Ability to travel, occasionally overnight travel required
